Kentucky Discharge Corroboration
A KOOL entry can persist after a live Whitley jail card disappears, making it useful for historical checking. Compare it with the court case and, when relevant, the jail movement record. District material may explain early bond and proceedings, while Circuit material may hold the felony judgment, later disposition, probation order, or revocation. Neither file alone is the precise physical checkout record.
VINE adds timely custody-change notice but is not a permanent archive. Kentucky warns that duplicate VINE entries can represent local jail and DOC streams for one person. Checking both may help follow a transfer, but an alert still needs verification against KOOL, the holding office, and the court.
Kentucky DOC Release Routes
A Whitley County felony case can lead from the detention center to a state prison or to a county jail holding a state prisoner. No adult Kentucky prison appears in Whitley County on the DOC institutions list. The county of conviction or residence therefore does not identify the institution that held the person. Search the statewide system by name or DOC number.
A person may later leave confinement on parole, mandatory reentry supervision, minimum expiration under applicable credits, or final discharge. Parole and reentry supervision move the person into the community while the sentence remains active. Final discharge means something different: the DOC sentence has ended, subject to the accuracy of the record and any separate custody. A transfer between a jail and prison changes location but is not a community release.

Confirm a Kentucky DOC Release
Begin with the official Kentucky Offender Online Lookup. An exact DOC number is the strongest search key, but name and other available filters can narrow a result. Search results can identify a name, current location, PID and DOC numbers, offense counts, and whether a photograph is available.
- Match identity. Compare the DOC or PID number and other displayed details, not the name alone.
- Read status and location together. A prison or jail location points to custody; a supervision office points to a post-prison stage.
- Open the detail. Review convictions, sentence data, parole eligibility, expiration information, and any release or discharge status actually shown.
- Save the check date. KOOL changes as DOC data changes, so a dated result is easier to reconcile later.
- Obtain the record. Request the specific release, discharge, sentence-calculation, or parole document when the public result is not enough.

Kentucky Release Search Fields
KOOL's advanced search is useful when a broad name search produces too many results. Its exact public filter label “Projected Release Date From/To” permits a date-range query. That field describes a projection, not proof that a person left on that day.

Individual details vary. A future date can move because of sentence credits, court changes, disciplinary effects, detainers, parole decisions, or calculation corrections. Parole eligibility and minimum expiration are also not promises of physical release.

Kentucky DOC's open-records process is the route for a state-created release or discharge document. Identify the full name, birth date or offender number, date range, and exact existing record requested. The department advises requesters to include a mailing address even when submitting by email.

The published DOC schedule lists ten cents for each released paper page, one dollar for a CD plus postage, and approximately two dollars and fifty cents for a USB drive plus postage. A payment letter comes before records are released when fees apply. DOC identifies a five-business-day response period, excluding weekends and legal holidays, under KRS 197.025.
Whitley State Release Evidence
Kentucky DOC Daily Releases PDFs provide a released-first source for DOC-numbered people. The statewide documents may show the date, DOC number, first, middle, and last name, release type, institution, and felony classification. Archived examples identify Whitley County Detention Center as the releasing institution for some state-tracked people.
Scope: A DOC Daily Releases entry covers a state-tracked event, not every Whitley County booking or departure.
This overlap matters because Kentucky may house eligible state prisoners in county jails. A December 18, 2025 snapshot counted Class D and controlled-intake prisoners at Whitley. If such a person is physically released from the county building under DOC control, the local jail movement and the state release entry may both exist. A person released on a purely local bond may be absent from the state PDF.
Whitley Supervision After Release
Release from a Kentucky prison does not always end state control. Kentucky DOC Division of Probation and Parole administers community supervision. Whitley has a District 20 satellite office at Cumberland Mall Units 6A and 6B, 965 South Highway 25 West in Williamsburg, with telephone 606-549-0940. KOOL remains the public name lookup; the office is the route for appropriate local supervision questions.
A parole result means the Kentucky Parole Board authorized supervised release before final sentence discharge. Mandatory reentry supervision can also follow prison custody. Probation may arise from a court order rather than a prison release. Each label should be reported as shown instead of being compressed into “free” or “sentence over.”
Kentucky Release Date Limits
Kentucky sentence dates can reflect multiple legal rules. KRS 197.045 addresses sentence credits, KRS 532.120 addresses sentence calculation and qualifying custody credit, and parole rules operate separately. Eligibility for a board decision is not the decision itself. A projected date is not an actual departure timestamp.
When a displayed date matters, record the field label, source, and access date. Then check whether the status has changed to released, supervised, or discharged. For formal proof, obtain the DOC document and compare it with a parole order or other authority. If another agency had a detainer, the end of DOC custody may have been a handoff rather than a return to the community.
Kentucky Facility Placement Limits
The Kentucky DOC list identifies fourteen adult institutions, none located in Whitley County. That fact does not mean a Whitley resident stays local, nor does it mean every state prisoner occupies a prison building. DOC placement can involve facilities elsewhere and eligible state prisoners housed in county jails.
For that reason, there is no single Whitley state prison contact card. KOOL identifies the current location or supervising office when the public record contains it. Questions about sentence computation while a person is confined should follow DOC and the holding institution's proper channel.
